Mr Jim Higgiston

Jim Higgiston joined the Foreign Agricultural Service in 1984 after graduating with a Master’s Degree in International Trade and Finance from Georgetown’s School of Foreign Service. He joined the Foreign Service in 1987.
Jim has held a variety of positions both overseas and in Washington dealing with commodity analysis, food assistance and trade policy. Jim has served in Moscow, Warsaw, Ankara, and Brussels. He is currently serving at the Office of Agricultural Affairs in Pretoria, South Africa.
Jim’s most recent position in Washington was Acting Administrator of the Foreign Agricultural Service from the beginning of January till April 30, 2018. He previously served as Deputy Administrator for the Office of Foreign Service Operations (OFSO) where his office was responsible for managing all FAS overseas operations. His office was also responsible for recruitment, deployment and oversight of all USDA personnel stationed in Afghanistan. Jim previously served as acting Deputy Administrator for the Office of Country and Regional Affairs.
